Add DELETE endpoint for Social Connections

Integrations can remove a child's Social Connection with
DELETE /api/v1/social_connections/:id, which returns 204 No Content.
Locked Social Connections are rejected with 422 and must be unlocked in Binti
first. Contact logs recorded against a deleted connection are retained.
