Children API exposes date joined agency

The Children resource now includes a date-joined-agency attribute on GET
(index and show). Create and update (POST and PUT) requests accept
date_joined_agency as a date string (e.g. 2024-03-10). This is the same
value shown in the portal as "Date Child Joined Agency" and anchors schedules
whose start date event is "Date Joined Agency".
